TBILISI, June 22 (Reuters) - The absence of U.N. and OSCE monitors from Georgia's breakaway Abkhazia and South Ossetia could aggravate tensions and lead to new "full-blown hostilities", a Brussels-based thinktank said on Monday.

The end of the United Nations’ monitoring mission in the breakaway region of Abkhazia will further restrict the ability of both Georgia and Abkhazia to maneuver against Moscow, Georgian analysts believe. A Russian veto in the UN Security Council blocked the extension of the mission’s mandate after nearly 16 years in Abkhazia.

This Monday, Russia vetoed the extension of the United Nations Observer Mission in Georgia. The move served to kill the last remaining international organization with a presence in Georgia’s conflict zones, which Moscow invaded and occupied last August. This will enable Russia to continue to stage provocations against its small neighbor with impunity. Moscow clearly feels it did not finish what it started last August; only continued Western resolve can deter it from trying to do so.

Foreign Secretary David Miliband described as "deeply disappointing" Russia's decision to veto an extension of a United Nations mission monitoring a ceasefire between Georgia and the breakaway region of Abkhazia.
